The draft revision of the Special Plan for the Port of Pasaia rearranges the interior of the port area to adapt it to current traffic projections and addresses the issue of the meeting of the port and the urban fabric as a priority.
In order to reconcile port activity with the urban environment, developing a strip of land located within the boundaries of the port to act as an interface between the port and the city is proposed. On this strip, a catalogue of specific and independent interventions is proposed that addresses the specific problems of each area, and which contributes to the gradual construction of a pedestrian path around the bay complex.
One point that requires the most urgent transformation is the area around the Euskotren station and the entrance to the port. Access to the station from the Trintxerpe neighbourhood is currently gained through a road which runs along the edge of the port buildings and which requires the crossing of the access road to the port, where a point of conflict is generated.
The breadth of the land and the existing slopes in the area allow us to imagine a new park with public access at an elevation from which it is possible to access the station. Thus, the connection between the Euskotren station and the Trintxerpe neighbourhood will be possible via a pleasant walk along a new park, located at a height...
...that would prevent lorry traffic and pedestrians from crossing paths as is currently the case....
...via a walkway that would connect the park to the interior of the urban environment, so that the current crossing is removed. This action, in addition to the resolution of a conflicting crossing, can introduce an element of cohesion and urban activity between two environments which today are disconnected from the point of view of urban morphology.
The Hospitalillo quay is a large space that has a very good landscape quality, because from it you get a good view down a large visual corridor over the port. Both qualities are very valuable in an area where they are scarce due to its density. However, this space is currently occupied by a car park surface, preventing exploitation of its strengths from a citizen´s point of view.
The Plan contemplates the construction of a new underground parking area which would enable the freeing of the quayside area, as well as the urbanisation of this area, which would be developed as the main square in the vicinity. Work is conducted within the limits of the space to strengthen its urban condition and to resolve the meeting points with the port service area. In this sense, equipment buildings are incorporated and a remodelling of the existing walkway is proposed to provide it with new access through a single element. This element would be a broad stand that would provide sitting areas from which to contemplate the landscape from an elevated perspective, and would act as a backdrop protecting the square from traffic inside the port service area.
Today, the Trintxerpe quay is in a similar state to the Hospitalillo quay.
The Plan proposes a transformation in which the Trintxerpe quay is configured as a promenade that connects the future Hospitalillo square with the urbanisation of the new market, continuing the pedestrian route along the bay.
The catalogue continues beyond the interventions in the area around the Euskotren station, Hospitalillo and Trintxerpe, seeking interventions at various areas along the edge of the bay.
